I propose the ammendment, which weakens the "do not call list" rules. The "pre-established business relationship" condition is unenforcable, and therefore meaningless. The intent of those on the list is clearly that they do not wish to receive such calls. Additionally, I suggest ammending the law to cease the exemption recieved by political fundraisers. This exemption is clear hypocracy and a conflict of interest.
