What are you crazy.. Why ruin a good thing? The current system is exactly what we want. With that said, how do you plan to enforce the "established relationship clause"? Will you require the callers to provide a way of identifing themselves so that it is easy for the consumer to file a complaint. Such as registering with the FTC and receiving a identity number which they have to provide to the consumer when the call is made? Many of these telemarketing firms avoid using caller-id so the consumers cannot identify them in complaints. Will the use of "any technology used by the telemarketing firms to avoid displaying or otherwise obscure the sources of the call be banned so as to allow the consumer to file a complaint against those firms who violate the law. I hope you will not destroy a very successful program that has brought relief and joy to many families. It's time you protected the interests of the average consumer for once instead of the interest of the telemarketing firms.
