I am wholeheartedly against allowing prerecorded messages from telemarketers, even when a "pre-existing relationship" exists. In this lawyeresque society, people find loopholes in every law that says anything but "No, you can NOT do that." Thus, people will easily rip a loophole in the rule. So please, save my time and sanity--do NOT approve this rule.
