Do not change the rules. I put my phone numbers on the DNC list because I was getting absolutely slammed with telemarketing. This law has been very beneficial for allowing me control of the phone line which *I* pay to have for my use. I signed up in good faith that the law would work for me, as someone who the Federal Trade Commission is supposed to protect. If you change the rules in order to suddenly benefit the DMA instead of the consumer, the FTC will just be showing the citizens that it's nothing but a fraud.
