Instead of opening the rules for marketers to use pre-recorded messages, the Commission sould be adopting rules banning them. In these times of increased abuse by marketers, it makes no sense to loosen the rules and create more ways for marketers to invade the privacy of Americans. Instead the Commission should be adopting stricter rules and increasing enforcement of existing rules. I am strongly opposed to the proposed rule changes and urge the Commission to reject them.
