Even as a participant in the National Do Not Call Registry, I find myself continually having to call to have myself removed from telemarketing lists of businesses with whom I choose to do business. I would suggest that rather than "loosen" the requirements that the Commission adopt and "opt-in" regulation that requires businesses receive permission to call to market individuals with whom they do business. In that, businesses, especially service providers such as cable television, telephone companies, etc., with whom there is no reasonable option but to provide your telephone number should be required to receive an individual's permission to use said number for further marketing purposes.
