In no way do I support the proposed amendment. While my phone may be a public means of communication, it's one I pay for. I choose who and how I may be contacted. I do not want recorded messages coming to me that I have not asked for. My one exception, would be messages from law enforcement. I have read of emergency notices going out by recorded message in some cities. I have no problem with that. Anything else, NO! The terminology of "established business relationship," is much too vague. It must be a specific opt in. I also must be able to do business with a company without giving up my right to not be disturbed in my own home.
