I oppose both of the rule changes proposed. When I pick up the phone, I have the expectation that I will speak with a human being. Prerecorded messages demand my time and attention without giving the courtesy of a reply. I am treated like an it which is to passively recieve the message, rather than a human being worthy of respect. Is there any wonder that direct marketers are generally hated? They treat human beings as if we are less than human. Further, the labor costs of having a machine dial numbers and play a message are much less than that of having an employee make the call. The cost of time, labor and equipment is shifted to the victim from the perpetrator. If a company insists on calling people who do not seek solicitation, they should bear the costs of staffing needed to do so and the risks associated with such action. Finally, If I sign up for a Do Not Call list, I expect that I will not recieve unsolicited phone calls. If I want a service, the phone book helps me find what I need without the home invasion of an unsolicited, pre-recorded phone call. Thank you,
