This is a truly terrible idea. Telephone marketing is a very poor means of advertising in the first place, and the Do-not-call list was a godsend. The number of annoying telemarketing calls has thankfully dropped to zero. If this amendment is passed and the rate of annoying calls rise again, you can be certain that I will be among the millions of people who stop using land-line telephones at home altogether. And when you idiots throw the stupid telemarketers another bone and let them bother us on our cell phones, we'll drum you out of the country.
