Recorded-message phone calls are the one form of message delivery in which the recipient cannot review the content. I have normal hearing, but I often cannot understand every word of a telephone message. I can't ask the robot to repeat, so the message doesn't get through. With paper mail, email, and even junk FAX, I can if necessary read the message slowly and reread as necessary for understanding. With a phone call from a human, I can ask the speaker to slow down and repeat themself. Recorded-message phone calls do not serve the public interest. Please do not make this change.
