The DNC list exists for consumers who don't wish to receive advertising calls to ensure they receive none. Opening exceptions is by definition inappropriate -- and there are already exceptions that shouldn't be there. Reject the change and avoid any future changes which make it easier rather than harder for advertisers to invade consumer privacy.
