What is the purpose of having a national Do-Not-Call list if there is a loophole for pre-recorded messages? I had signed up with the Do-Not-Call list so I would not be bothered with phone calls when I am eating dinner or spending time with my family. This type of loophole would still allow for these unwanted phone calls.
