Comments:
1. Do not weaken the current regulations to permit pre-recorded messages. Pre-recorded messages are worse than live humans, even w/ the delays in picking up, because you cannot ask someone for contact information or tell them to add you to their "do not call list." 2. Leave in place the current language "measured per day per calling campaign."
