Both amendments will have huge adverse effects that undermine the original intent of the Do-Not-Call list. If a person were to call me against my wishes, I would have the opportunity to tell them not to call again. If I received a recorded call, I would be forced to write down a company name, address and/or phone number, then write a letter or make another phone call to 'opt out.' The requested change to the call abandonment provision will greatly increase the number of abandoned calls that reach us.
