I am against this change. I do not like receiving solicitation or marketing calls, even from companies with whom I have a "prior business relationship." Pre-recorded messages are the worst types of calls: They prevent callees from telling callers to put them on do not call lists. My phone number is my business and I do not want any marketing calls AT ALL, EVER. Calling me is a sure way for businesses to ensure that I will not patronize them. Pre-recorded messages add insult to injury. For once, the government should serve the interests of its citizens and not corporations.
