I believe that the proposed modifications to the "Do not call" list will have a negative effect on it. I predict that telemarketers will go to long and absurd lengths to claim that they have pre-existing business relationships with consumers. Telemarketers have long abused existing laws for years. For instance, look at the practice of "slamming," where telemarketers have signed consumers up for services that they did not agree to.
