When the stated purpose of the "do not call list" is to protect average people from constent harrasment from telemarketers and their recorded message the idea that you would strip average people of half the total protecton of the "do not call list" is insulting; particulaly when the only reason to do so is because the telemarketers don't like average people being protected from them. This idea is no differant then changing the law just because the criminals complain.
