The whole reason for having a 'Do Not Call' list is so people will not call. Any loopholes negate the entire purpose of the list. 'An Established Buisness Relationship' will be instantly interpreted as 'We Called Them Once and Diddn't Get a Bomb Threat So We Have a Relationship Now' by all the telephone vultures.
