I think the proposed change would be a serious blow to the citizens who made the effort to join the Do-not-call registry. I believe they deserve better than to have loopholes opened and exploited. They spoke out loudly and clearly when so very many of them signed up for the registry so quickly. To begin opening these loopholes would be a serious mistake.
