I do not think that opening this loophole is a good idea. There are quite a few unscrupulous companies out there trying to take advantage of various loopholes in "the system". A lot can go wrong with this; for example, let's say John Doe dealt with Company XYZ five years ago and has not dealt with since. Company XYZ's subsidiary, ABC Corporation, could possibly use that loophole to push unsolicted calls to Mr. Doe. That is what it sounds like to me, and loopholes like this would be stretched to absurd proportions. Unscolicted calls are unscolicted, no ifs, ands, or buts.
