The idea behind the do not call list is for telemarketers to not be able to call those on the list. Opening the list is an invasion of privacy, protected by the agreement which users that signed up for the list agreed to. I suggest if this invasion is allowed, that before it is opened people are given the opportunity to opt-out of the list. A business relationship cannot be assumed from telemarketers trying to get the number of any one person because if a relationship was there they would already have means of contact.
