No, absolutely not! The Do-Not-Call rule is more popular with ordinary citizens than any other recent act of Congress. After all the time and effort spent to create a national do-not-call list, this proposed giant loophole is an outrage. People put their names on a do-not-call list so that businesses would not call them.
