This is a silly idea. Public opinion is clearly directing the government to provide regulation that protects users of the telephone system from unwanted invasions. The qualification "established business relationship" is wholly inadequate and could easily be misused and misunderstood to the detriment of the public good. Economic welfare and zest for promoting market incentives is not always the best and most glorious route to defend the interests of the american citizenry. Please do not accept this amendment.
