This is a stupid idea. The do-not-call project works because of it's simplicity. If people want to receive unsolicited calls they can just refrain from putting themselves on the list. I'm not opposed to the idea of making an 'opt-in' please call me list. Most of us don't want to get phone calls from companies, and adding loopholes to the system only decreases the FTC's credibility.
