Comments:

I strongly object to the proposal to permit prerecorded telemarketing message delivery to consumers with whom the seller on whose behalf the calls are made has an established business relationship in the case where the consumer has entered their telephone number in the Do Not Call registry. The Do Not Call registry has been relatively effective in reducing the unwanted intrusion of telemarketers, however, with many essentially free telephone services becoming available to telemarketers as well as consumers, permitting automated delivery of prerecorded messages may result in a flood of unwanted answering machine spam. Please do not make this change.
