The Do Not Call list works well as is. Do NOT change it. Automated telemarketing calls are already the most abusive form of telemarketing, using up the limited space on answering services as well as wasting people's time. When a person calls from a company claiming to have a prior business relationship at least I can tell them then and there to put me on their do-not-call list. When a machine calls I have to waste my time to contact the company trying to get on their do-not-call list -- that is totally unacceptable. Tell the DMA to take a hike!
