The "do-not-call" reigistry is the most utilized federal program ever. It is one of the best-liked programs as well. Opening a door which telemarketers will use to avoid the "do-not-call" list will negate its value. Telemarketers will exploit loopholes to sell their lists gained by the "clear business relationship" to "third parties" who will then begin the same processes that caused the "do not call" list to be created in the first place. Any change to the "do-not-call" list would damage its credability and cause widespread condemnation of the persons who created such a loophole.
