Much of the unsolicited bulk email (so-called spam) in my inbox comes from advertisers who claim to have a prior business relationship with me. Establishing such a putative relationship is, if the past is any guide, absurdly easy, and is prone to massive abuse. I urge you not to replicate this monster in our telephone system. Don't change the Telemarketing Sales Rule in this manner.
