I am against any rule change that would allow automated calls to persons on the do not call list. Even if there is an "established business relationship" it shifts the burden back on the consumer to prove that there did not exist a "established business relationship". People on the do not call list do not want to be bothered with unsolicited calls. Any change to the contrary would go against the spirit of establishment of a national do not call list. I would say the list has worked perfectly and I am very pleased as I used to get about 20 calls a day. Many of the calls were automated or dead air calls from predictive dialers. It was this abuse of technology that lead to the do not call list. Please do not make any ruling that will allow marketers to abuse the public again. Close any loop holes that would allow the abuse to commence.
