This is an absolutely awful idea, and the FTC "for the consumer" should be ashamed at its proposal. I can assure you that not a single consumer will consume any more if they are constantly forced to listen to prerecorded messages. Also, this is a massive breach of trust since the numbers given to the Do-Not-Call list were given in good faith that the privacy of its constituents would be enhanced--not taken away. By doing this you are allowing a loophole which makes it even easier for companies to peddle unwanted long distance subscriptions, health insurance, and money-making seminars to our doorstep.
