I think this change is a horrible idea. The Do Not Call list should be used so that companies DO NOT CALL ME unless it's an absolutely necessary point of business. I didn't sign up on it just to open myself up to more telemarketing calls. I disagree heartily with the change. Leave the list for what it was meant for.
