Pre-recorded messages put the burden on the consumer to get off the list - unlike with a live operator, the consumer has the burden of calling back the company that just called him, getting a person on the phone, and getting him to remove you from his list. It just makes it that much harder for consumers to deal with, and that much easier for the companies harassing them. A roomful of computers spewing out recorded messages is considerably cheaper than a roomful of people when traversing lists of millions of phone numbers... The proposed rule effectively circumvents the spirit of the do-not-call list.
