The proposed rule is a betrayal of the tens of millions of citizens who have submitted their telephone number to the Do Not Call list in good faith. People who submitted their names to this list did so with the understanding that it was to be used for the specific purpose of stopping all telemarkering calls. The FCC now proposes to use this for a different purpose, namely facilitating the placement of recorded phone calls. This is almost the opposite of the way citizens understood the list was to be used. An unwanted call is an unwanted call. An unwanted call that happens to be made by a machine instead of a human is an unwanted call. What is there about "do not call" that the FCC does not understand?
