I have absolutely no interest in receiving what amounts to the telephone equivalent of SPAM. Worse yet, as I currently use VOIP with a minute plan, every call I receive counts against my monthly limit. Therefore, it costs me money to receive calls from telemarketers. The more calls I receive, the more minutes I use up, and chance going over my limit. As more individuals move towards VOIP, by allowing telemarketing calls, you are costing individuals their hard-earned money for unwanted solicitations.
