There are too many loopholes in the existing Do Not Call registry, opening another will cause the taxpayer to consider dumping a traditional phone line for good. Maybe is the loophole was written that the use of auto-dialers is banned, will the effect of spam-callers lessen. As it is, I still get several calls from businesses I've never talked to leaving partial automated messages on my ansering machine.
