This is a terrible idea! I strongly object to opening this "safe harbor" since I previously received up to 30 (thirty) unsolicited calls per day. Unfortunately the US telemarketing associations have proven (through their repeated actions) that they are incapable of providing services to customers.... the bottomline is that they provide unwanted and unneeded "spam" via the telephone. This initiative would again allow them to proceed and would degrade the excellent progress made under the national "Do Not Call" list.
