Sirs: I want to voice my opposition to the plan to allow telemarketing calls that deliver a prerecorded message to consumers with whom the seller on whose behalf the calls are made has an established business relationship. This is not a privacy issue, this is a private resource issue. If these businesses pay for my telephone line costs and the staff hours needed to remove spurious messages, then it could be worthwhile - otherwise it is essentially a theft of these private resources. Conducting business is a business related cost and should thus not be borne by the prospective customer.
