I am against the proposed change. Prerecorded messages are among the most obnoxious forms of telemarketing ever! Personally I feel prerecorded messages should be banned altogether. If I wanted to receive such messages, even from businesses I have a relationship with, I should have to specifically opt in to receive them. The presumption should be that most people do not want to receive such calls. The Do Not Call list has been working well for us so far, and should instead be expanded to include a Do Not Email list.
