I feel that any breakdown of the National "Do-not-call" list would be a complete violation of trust. Marketing calls, mail, e-mail, and faxes are an incredible blight upon US marketing. All changes being made should be in the direction of making it harder for business to contact individuals unless the individual expressly requests it. Opening up a loop-hole to allow automated message calling to people on the "Do-not-call" list would show just how little the individuals of this nation matter and how much special interest group lobbyist get their way. Don't do it.
