This proposal is crap. Getting rid of phone calls like this is EXACTLY why we wanted the do-not-call list in the first place. We obviously do not want to be bothered by marketers, live or recorded. In fact, you can argue that the recorded ones are worse since there is no way to tell them that you don't want them to ever call back again. In that way, they are more like spam than regular telemarketing calls. Please do not adopt this loophole. We the people do NOT want it.
