I urge you not to amend the rules to allow prerecorded messages. The main reason I put my name on the Do Not Call list was because of the prerecorded messages taking up my time and space on my answering machine. There is no way to get off the list without listening to the message, which wastes my time with these companies, which have a very tenuous definition of "prior business relationship." I want to be able to talk to the business making the call WHEN THE CALL IS MADE, so that I can be sure I am not called again. These "opt-out instructions" will not guarantee I am not called again, since there is no way to verify they received my message or processed it correctly. The rules work well for me the way they. Please do not weaken them. I once again urge you, DO NOT AMEND the rules to allow prerecorded messages to the Do Not Call List.
