Pre-recorded solicitations are every bit as annoying as live marketing calls (more so). Opening up the DNC list to this kind of practice, even if reserved for 'prior business' will open up a system that really seems to be working well (quite something when you concider how large the problem had become prior to the DNC) with a loophole that is bound to be abused.
