Please do no alter the rules of the Do Not Call list. This is an unwanted invasion of our homes and privacy. The pre-recorded messages are especially bothersome, since there is no opportunity to express one's displeasure to the caller. Additionally, the "optin" plan will be confusing to many people, particularly the elderly and is subject to abuse through surreptitious methods by companies to obtain consent. Thank you for the opportunity to comment.
