Under *no* circumstances should the FTC or any other government agency be allowed to manufacture a 'loophole' or any other such device which would permit Voice Mail Broadcasting Corporation or their ilk to make un-solicited phone calls, automated or otherwise, to *any* household, much less those households who opted to be placed in the 'Do Not Call Registry'.
