I am stunned that you would even consider this change! The elimination of nuisance phone calls has improved the lives of very many of us, and this proposal would reverse a portion of that benefit. It's just wrong. Don't do it. Don't do ANYTHING that would increase unwanted phone calls that disrupt our lives. William R Lesyna
