I am registered on the National Do Not Call list, and object to any change that would allow any calls whether recorded or otherwise to be made to my number. It does not matter whether I have an established relationship - I do not want to receive any calls. Avoiding the disruption and inconvenience of unwanted calls has been wonderful. I do not want to give up this peaceful atmosphere to further the marketing of any entity.
