I am strongly opposed to the additional safe harbor allowing the delivery of prerecorded messages to consumers. If a company with which I have an established relationship has an important and legitimate reason for phoning me, I tend to doubt that an automated recording could fulfill that purpose. The most likely use for this safe harbor seems to be automated marketing of an existing customer base, and I do not think businesses should be allowed to perform automated marketing in this way, regardless of the relationship between the business and the consumers.
