The proposed changes are unacceptable. The "safe harbor" would be used as yet another launching point for socially engineered attacks on unsuspecting citizens. The proposals look to be the equivalent of virus-infected email; you listen to the message, and if you reply, you have "established a business relationship" with every corporation affiliated with the initial message sender. No. Absolutely not. Totally, utterly unacceptable.
