The whole idea of the Do-Not-Call registry is to avoid unwanted, intrusive telemarketing calls. By opening this loophole, you would make the registry pointless. "Established Business Relationship" can be stretched to mean just about anything. Please do not consider opening any loopholes that allow unwanted phone calls.
