It is a conclusion one can draw that if one signs up for something called a DO NOT CALL list, then it means they do not want to be called. Its not a "do not call, unless its just a computer machine playing back a recording," nor is it a "do not call unless its from a company that my personal bank, or home loan bank happens to do business with and obtained my private number from," list. It is a clear attempt at trying to circumnavigate the spirit, letter, and intent of the project. As far as the political campaign ammending, so long as they are not soliciting a product or service, and so long as they are only calling during times of political campaigns in the area, I see no problem with rewording the matter.
